West Liberty is a 'home-rule' city, which means the municipal government can exercise any power that is not explicitly prohibited under state law. This status gives the city some flexibility in self-governance. West Liberty is located in Morgan County. It has a population of about 3,435 (2010 census). It was founded in 1823.
Most buildings, including the courthouse, were burned during the Civil War. A new courthouse was built in 1907. It suffered damage from a tornado in 2012 and has since been restored. Main Street has many buildings built during the first part of the last century. This gives the downtown area a charming vintage feeling.
